Well, not in the way that most would imagine them. Like humans they must grow, they must learn much about themselves, about their people and about the little world they live in, on an island in the middle of the ocean. This story is about the most exciting moment of their growth, the cocoon beginning to crack, allowing them to see what they'll come out as. They may not end up breathing fire after all, but the way in which they bring forth their soul into the world will be much more interesting to see than what dragons typically have to offer.
